Canon Point: Immediately after her death in Episode 3. She was in Zodion before, and I intend to have her retain her memories of her previous stay.
Gender & Sex: Female
Age: Mami is stated to be a senior at a private Japanese junior high school, so she would be either 15 or close to turning that age. Official information on the series places the main character, Madoka, as 14 with a birthday of October 3rd, which would make Mami 15 with the birthday I've assigned her. She would be physically aged up to 18 when she enters Zodion.
Birthdate/Sign: Mami is never given a canon birthdate, so I've assigned 8/30 as her birthday, making her a Virgo. I chose this birthday for her because she exhibits a classic Virgo temperament, from her desire to help others as a Puella Magi, to her big sister attitude towards Madoka and Sayaka and the wise advice she gives them, to how orderly her apartment is kept and how precise and elegant her actions tend to be, to her concealment of her own emotional pain under a facade of quiet cheerfulness and calm.
Tattoo: Virgo symbol on her right temple, usually covered by her hair.
Suitability: After her parents' death in a car accident, Mami lived alone for some time. While she likely had some financial support from relatives, she had to cook, clean, shop for food, budget, and otherwise take care of herself the way an independent adult would, and was quite successful, keeping her apartment a neat, orderly, pleasant place to live. It wouldn't be difficult for her to transition from living this way while going to school to working to make her own living. She would be at a bit of a disadvantage in that she isn't finished with her secondary school education, but her willingness to work hard and learn what she needs to for her job will help balance that out, and she'd be better off than those not from places similar to modern-day Earth.
As well, Mami has had to go through life or death experiences most fifteen-year-olds never have to, forcing her to become more mature than she would have otherwise. She made a contract with Kyubey to keep from dying in the same accident that claimed her parents' lives, at the cost of having to fight Witches as a Puella Magi, putting her life on the line with every fight. Being given such a heavy burden to bear has helped make her develop a strong sense of responsibility. If granted a third chance at life and told that her actions impact the health of the world of Zodion, I believe she would do what is asked of her for the future of Zodion. While demure in nature, she is old enough to be at the point of being curious about and wanting to experiment with sexual experiences, and the fact that penetrative intercourse is not an immediate requirement would help ease her into dealing with sexual situations.
And finally, as I mentioned earlier, this is the second time she'll be granted a chance to live when she thought she would (or did) die. After becoming a Puella Magica, she (correctly) didn't expect that she'd make it into adulthood. So while having all the responsibilities and associated aspects of adulthood thrust upon her so suddenly would be unexpected, it will also be the only chance she'll ever get to live an adult life. Such a chance isn't something she'd want to waste.
Power: Canon - The ability to summon ribbons to attack and bind others with. She's shown to be able to use the ribbon like a whip, use them to bind someone (like she does to Homura in Episode 3), and weave them into nets that can soften someone's fall or create a suspended path for someone to walk on. In Zodion, she'll only be able to summon ten feet of ribbon at a time to start with. Also, the ribbon will only be able to hold/restrain one person of normal weight and strength, and will dissipate a few minutes after she stops concentrating on maintaining its existence. (In canon her ribbons could last indefinitely until she decided to dismiss them or she died, and were capable of restraining other Puella Magi.)
Personality: The initial impression you get of Mami Tomoe is of a cheerful but calm and collected young woman. Her poise when fighting witches makes Madoka and Sayaka think of her as cool, and she comes across as an ideal mentor figure for the younger girls. While this impression is largely accurate, she also uses this demeanor as a mask to hide her inner struggle to cope with what being a Puella Magi requires of her.
While not a very outgoing individual, she usually tries to be pleasant in her interactions with others, though she doesn't hesitate to be critical if she thinks someone is making a mistake, particularly one that will end up hurting them in the end. She's a compassionate person who cares about the well-being of even complete strangers, and prioritizes helping those being victimized by witches and their familiars over trying to defeat as many witches to collect their Grief Seeds as possible. She has definite ideas about how a Puella Magi should act, and tends to end up in conflict with those whose ideas on the subject differ. She also has a lot of trust in Kyubey, the being who granted her wish and made her a Puella Magi, and doesn't seem inclined to question those she sees as being authorities in general. She tends to be a bit stark in her judgements of others, as well.

Her fighting style as a Puella Magi usually relies on graceful movement and precision, with her sniping down the witch's minions with the flintlock rifles she magically produces and then carefully and methodically entrapping the witch in the ribbons she can summon so she can finish them off with her Tiro Finale attack. But the occasional hint of playfulness she shows even while fighting witches keeps her from seeming too cold and unapproachable.
But she keeps her more emotionally vulnerable side concealed from most others. It's this part of her that misses her dead parents and finds the responsibilities of being a Puella Magi difficult to bear at times. Without any friends who can understand her situation, she cries alone when things get too much for her. It's evident that she'd like to make friends and cooperate with other Puella Magi, even offering to share the Grief Seed she takes from a witch she kills in the second episode with Homura Akemi despite their initial meeting being a rocky one. She doesn't take Homura's refusal of her offer well, placing her in the category of Puella Magi that only look out for themselves and aren't to be trusted.
Madoka's offer to fight along side her as a Puella Magi after Mami confesses her feelings of loneliness and isolation to her means a great deal to Mami, making her giddy at the prospect of finally having a friend to share her burdens with. Unfortunately, this surge of happiness makes her less careful than usually when fighting the witch she was trying to reach when they had that talk, and between that and the witch having an unexpected trick up her sleeve, the witch catches Mami off guard and kills her. In the new situation she'll be finding herself in Zodion, she'll undoubtedly still want to find friends to help her deal with the trials Zodion will offer to her.

It seems that the Twelve have decided they require my services again - I was here a few months ago. My name is Mami Tomoe, and I wonder if any of those I remember are still here. Ivan-san? Yousuke-san? Soma-san? ...Beatrice-san?
Also, if the Tree of Plenty is still in business, I'd like to speak to the current owner or owners. As the original founder, I'd like to work out an arrangement that would allow me to be involved in running it again.

"Zodionlogs" Third-Person Prose Entry:
Mami came to awareness as though awakening from a deep sleep. Looking around, a sense of recognition began to seep in. This was the Luminar in Zodion, wasn't it? She couldn't remember anything happening between falling asleep one night in her apartment here and now, although her memories of Zodion were still somewhat fuzzy, though they were getting clearer as she stood there.
It had to have been some months since she'd left, because it looked to be spring now instead of winter. Turning, she faced the familiar altar with its box and ring of water. Stepping over the water, she felt the slight pain stinging at her temple again. After confirming that the Virgo symbol was exactly where it had been before, she turned her attention to the box.
The letter and communication device it contained were just as she remembered them. She couldn't help but wonder if any of the people she'd known during her previous stay were still here. She'd like for those who had homes to go back to to return to them, but she couldn't deny that she'd enjoy seeing some familiar faces as well. Setting off towards the city to find out exactly how much had changed, her device made a pinging sound to let her know she had a message. Reading over it, she couldn't help smiling a little upon seeing she'd been given her old apartment. While she wasn't entirely happy to be subject to the whims of strange deities, she couldn't deny that this place was the only one she could call home anymore.
